A Ground Transport Centre (GTC) is available in the arrival halls at both terminals.

MRT - The airport MRT station is located near Terminal 2 and can also be accessed via the Skytrain from Terminal 1. Currently, there is no direct service from the airport to town (due to lack of passengers...), which means that using the MRT is slightly inconvenient... You have to take the train from the airport to nearby Tanah Merah MRT Station and then, to switch to another train that goes from Tanah Merah Station to the city center or anywhere else...
The fare, from the airport to the city center, is SG$ 1.70 if you buy a standard ticket and SG$ 1.50 if you use the EZ-Link
The MRT operates seven days a week. First train leaves the station at around 5:30 am, while the last one (that connects to the city) departs slightly after 11pm
Travel time from the airport to City Hall MRT station (at the city center) is about 30-40 minutes (including the time it takes to switch trains at Tanah Merah Station), which means that despite of the need to switch trains, it is still a reasonably quick way to get to town.

Bus - Buses connect the airport with various parts of the city, throughout the day.
They are quite comfortable and a single trip costs anything between SG$ 1.50 and SG$ 2
Stations are located at the basements of both terminals - (known as Passengers Terminal Building or PTB bus terminals 1 & 2)
Bus No. 36 travels to the city center and covers most of it : Raffles Boulevard/ Marina center, Ritz-Carlton, Stamford Avenue (Swissotel), Dhoby Ghaut, Orchard Rd. and Bras Basah Rd. If you are staying in any of the city-center hotels, this bus is a good option as it stops next to many of them. Single trip costs SG$ 1.70 if you buy a standard ticket and SG$ 1.50 if you use EZ-Link
First bus leaves the airport at 6 am and the last one at around midnight.

Airport Shuttle Service - This relatively inexpensive service is using a minibus to take passengers from the airport to anywhere in the City center, as well as to hotels all over Singapore (excluding Changi Village and Sentosa Island).

You need to book and pay the fare in cash at the counter, in the Arrival Hall.
Return journeys to the airport can be arranged from most of the large hotels.
One way fare (Airport - city) is SG$ 9 per adult and SG$ 6 per child.
Shuttle leaves every 30 minutes (6:00am - 6:00pm), every 15 minutes (6:15pm - midnight) and every 30 minutes (12:30am - 2:00am).

Taxi - taxi stands are located within the arrival halls of both terminals, and the service is available 24 hours a day.
The basic fare for a taxi from the airport to the city is likely to be around SG$ 20 - 25
In addition to the price shown on the meter, there is a SG$ 3 surcharge (or SG$ 5 if travelling on Friday - Sunday, 5 pm - midnight) for trips leaving the airport and, possibly, other surcharges (please see the Taxis subchapter below for more information on taxi fares and charges).

Limousine - those are usually either the Mercedes Taxis or the London Cabs, available at the Limousine Service Counter at the Arrival Hall. The service is available 24 hours daily, and you can get to any destination in Singapore at a flat rate of around SG$ 35 (for Mercedes taxi) or around SG$ 40 (for a London Cab). Advance bookings can be made with a minimal booking charge.
Car Rentals - Avis and Hertz both have counters located at the Ground Transport Centre in the arrival halls at both terminals.
